Time-Based Control charges or discharges unpredictably

Symptoms
- After a firmware update (e.g. 24.12.3, 22.18.x) or with no owner-visible change, Time-Based Control stops charging from solar, discharges overnight in a way that doesn't match the schedule, or throttles the overnight grid-charge rate far below its usual value
- Sometimes traced to a Tesla backend misconfiguration rather than the firmware itself
