Storm Watch fails to activate before a storm

Symptoms
- Despite days of forecast severe weather (tornado warnings, extreme wind), Storm Watch never raises the backup reserve and an outage starts with the battery only partially charged, running out in a few hours instead of lasting through the event
- In other reports Storm Watch activates late, after the outage has already started, activates with no storm nearby, or the app's Storm Watch notification never fires despite notifications being enabled on both phone and app
