Optimizer pairing fails to complete during commissioning

Symptoms
A new or just-replaced inverter will not finish commissioning: the pairing process leaves some optimizers unrecognized even though every string tests fine individually, a rapid-shutdown error appears mid-setup on a DIY off-grid install, the SetApp firmware-update step errors out partway through, or a freshly paired battery briefly reads 0% from a state-of-charge calibration glitch. In South Australia the SAPN flexible-export (dynamic export) registration at the end of commissioning can also fail: the NMI or inverter serial-number submission is rejected, the post-registration curtailment test fails, or registration sits for days in busy periods
