Battery throttles when hot, won't charge when cold

Symptoms
- In hot conditions the battery's output falls and then stops entirely, resuming once it cools
- On cold mornings the battery will not charge even though solar is available
- The behaviour is driven by internal cell temperature, not the outside air, so a battery in a garage or basement may still be warm enough
