Battery stays unassociated during SetApp commissioning

Symptoms
- After Start Association in SetApp a battery is still listed under unassociated batteries once the process completes, or the mandatory self-test (stable internal communication, a charge test, a discharge test) fails for a battery or inverter
- The flagged battery is placed in power-saving mode and left out of smart energy management, self-consumption and backup until it is fixed, and commissioning cannot continue until it is fixed or removed from the list
