Backup test loses power when one circuit switches on

Symptoms
- During the backup functional test with all loads off, turning on one particular backup circuit makes the power go out
- On a partial-home backup one leg of a multi-wire branch circuit (the lighting half, say) sits on the backup panel while the other leg (the receptacles half) stays on the main panel, joined only by the neutral they share
