Backup sub panel has neutral bonded to ground twice

Symptoms
- On a backup or partial-home-backup installation a downstream sub panel or two-pole disconnect still has its factory neutral-ground bonding screw or jumper in, or the Backup Interface-E's bonding jumper is installed on a partial-home backup
- Fault current then has a second return path, so a breaker may not trip on a fault and metal enclosures or plumbing can become live
