Powerwall 2 output throttles hard under load

Symptoms
- One or more Powerwall 2 units throttle down hard under load: a unit rated for 5kW will not sustain output for more than a few minutes before dropping to about 1kW, or a two-unit system that should deliver a combined 10kW throttles to about 3kW once past roughly 90% state of charge
- The same units can make a rising-and-falling thrumming noise during hard charging, often first noticed after a firmware update
- Tesla's own remote diagnostics can flag reduced coolant pump performance before the owner notices anything
