Off-grid frequency climbs to 65-66 Hz, trips devices

Symptoms
- While running off-grid on Powerwall backup, the microgrid AC frequency climbs toward 65-66 Hz, the default ceiling Tesla uses to curtail solar as the Powerwalls approach full
- Dimmer-controlled LED lights go dark (not just flicker), APC and other UPS units refuse to accept power and shut down, electronic switches and ceiling-fan lights flicker even while switched off, an Insteon smart-switch pair was destroyed by a frequency spike, and third-party inverters (SolarEdge and others) fault on a frequency-out-of-range code and can fail to restart even well below a full battery
- The trigger point is inconsistent, reported anywhere from about 80% to full charge
