Neurio meter unreachable, Powerwalls stuck in standby

Symptoms
- Powerwalls get stuck in standby and stop discharging during peak hours, or the app periodically shows zero activity (no solar, no house usage, no charging) for a day or two at a stretch
- Tesla support can only temporarily fix it by rebooting the gateway or power-cycling the whole house, and swapping the Neurio itself does not help because the meter is fine
- A technician eventually finds the Neurio's Zigbee or wireless antenna mounted or sealed inside a steel subpanel or metal meter cage with no path out
