Generator runs but Powerwalls never recharge

Symptoms
- In a multi-day outage a single Powerwall 3 carries the home for about a day and a half and then the house goes dark while a standby generator sits in the garage with no way to connect it into the Tesla backup system
- On an off-grid Tesla site the generator, called at 20% state of charge, now only carries the loads and never charges the Powerwalls, so on a low-sun high-demand day it runs all night
- Owners are told to wait for the grid to return
