Battery cycles in Waiting, shows Battery not ready

Symptoms
- The battery is stuck cycling in Waiting, or after a disable and re-enable briefly shows Battery not ready and drops back to Waiting rather than straight into Error 7000
- Stack voltage measured at the fuse block terminals does not equal roughly 35 to 52 VDC times the number of modules (281.5 VDC on a six-module stack in Generac's example)
- One or more module status LEDs are dark instead of green
