Gateway stays dead off-grid even in full sun

Symptoms
- With the grid down and no stored charge (or after the Powerwalls and gateway were switched off during a test or outage), the system stays completely dead even though solar is available
- Power-cycling switches and breakers does nothing
- The gateway needs an external 12V source applied to its internal jump pins to wake up and start the microgrid
