Grid charging never triggers despite being enabled

Symptoms
Owner enables grid charging within Time of Use (or 'load shifting') mode, expecting the battery to charge from the grid during off-peak hours in addition to solar, but the battery never actually draws from the grid under TOU no matter how the schedule or SOC threshold is set
