IQ EV Charger draws power despite solar-only setting

Symptoms
- With 'Use battery for EV charging' disabled, or Self-Consumption mode active with EV Charging disabled on the batteries, the charger still ramps to full rate and pulls from the battery or grid
- A charger throws 'Charging error-no power' despite several kilowatts of surplus solar being available (traced to a backend CT-reporting-interval bug)
- A botched Enphase account/site merge stranded a charger on an orphaned duplicate site, so every charge session drained the house batteries with no way to reconfigure it
