3000EHV charges battery but won't discharge it

Symptoms
- A refurbished/new 3000EHV-48 with a third-party 48V server-rack battery in closed-loop 'LI 2' (Pylon) mode will charge the battery to 100% but will not invert/discharge from it
- Switching to 'user' mode allows inverting but not charging
- Disconnecting the RS485 cable in LI2 mode throws error 19
