18kPV faults Vbus Over Range from specific loads

Symptoms
- An 18kPV faults with 'Vbus Over Range' whenever certain loads run, even completely off-grid with no PV connected at all: hair dryers with half-wave rectification, a digital coffee maker, a laser printer, a UPS
- One installation stays online about a minute before faulting, recovers for 5-10 seconds, and trips again
- On a system feeding a year-old whole-home battery backup, the same fault recurs roughly every 3 minutes and causes visible power surges (dimming lights, resetting the router, occasionally powering down the TV)
